1. Stamp image onto Layer 3 with Tuxedo Black Memento Ink.  Color party hat with Lemon Lime Twist and Daffodil Delight Stampin’ Write Markers.   Adhere to layer 2.
2. Adhere Layer 1 to base. Stamp sentiment in Tuxedo Black Memento Ink.
